我在 R 3.5.0 上(重新)安装软件包时遇到了同样的问题。

我的主要问题是它没有直接链接，并且 conda-forge 安装不成功。

因此，我直接从源代码进行编译，从以下位置下载 ICU4C 58.2: http://site.icu-project.org/download

并使用make进行编译。然后，将库位置添加到 $LD_LIBRARY_PATH。

之后，安装 RCurl 就顺利完成了。
