按照 Paulw11 的建议，我缺少 API key 上的应用程序管理员角色。
使用此角色重新生成新的 API key 后，它起作用了。
注意:用户帐户上的应用程序管理员角色还不够，如果您要自动化发布部分(变更日志、发行说明等)，该角色将不起作用
