python-dev 包是编译用 C 或 C++ 编写的 Python 扩展所必需的，例如 psycopg2。如果您正在运行基于 Debian 的发行版(例如 Ubuntu)，您可以通过运行安装 python-dev

sudo apt install python-dev

sudo apt install python3-dev
