当我尝试从我的环境中更新/卸载 python 包(matplotlib)时，我遇到了类似的错误。原因原来是我有另一个正在运行的 python 应用程序并打开了一个 matplotlib 绘图窗口，因此由于一个进程正在访问该包，因此无法删除它。
当我关闭所有 python 程序时，我能够在没有权限错误的情况下升级包。
