另外,按照其他建议,我将继承更改为 Panel 而不是 Frame,使我能够实现双缓冲。

通常,屏幕闪烁是由于绘图函数花费的时间比屏幕重新绘制的时间长。基本的解决方案是进行离屏缓冲,在离屏图像上绘制,然后在 Paint() 方法中,只需将该图像绘制到屏幕上即可。
