您正在以“ubuntu”用户身份安装该模块，但 Apache 在不同的安全用户帐户下运行。您的 Apache 服务器不会了解用户安装的 selenium 模块，也不会看到 selenium 模块。
一个快速解决方法是为所有用户全局安装该模块。更复杂的解决方案是创建 Apache 服务器使用的虚拟环境。
对于快速修复(全局安装):
sudo pip3 install selenium
