我遇到过类似的问题，下面是我的解决方法。

在此之前的一些事实:

1) VSCT.exe 是一个 32 位的 exe。这是唯一发布的版本。您可以通过找到错误消息中列出的 exe 并运行“dumpbin/headers vsct.exe”来确认它是 x86(或 32 位)二进制文件。

2) 64 位 exe/dll 无法加载 32 位二进制文​​件。如果尝试给出您在异常详细信息中看到的“格式不正确”异常。

3) MSBuild.exe 作为 64 位和 32 位二进制文​​件提供。
