WCF 期待 SOAP 1.2 请求，它应该有 content-type = application/soap+xml; charset=utf-8 在其 HTTP header 中。您的客户端错误地指定了 content-type = application/x-www-form-urlencoded。问题出在客户端，而不是服务器。
