结果是在 http://localhost/ 上打开浏览器它只是超时了。

这可能是您的 Skype 给您带来了麻烦。尝试以这种方式配置您的 Skype:

工具 -> 选项 -> 高级 -> 连接 -> 取消选中“使用端口 80...”
