看起来您在 Heroku 上运行的迁移实际上并未创建该表。您可以通过运行 heroku run rails c 检查并尝试 ActiveRecord::Base.connection.tables 列出您的表
与Sqlite3/MySQL相比，PG有时会对迁移产生不同的影响。建议在本地dev上运行PG镜像迁移，部署前解决问题
